I partially agree with this, leaning more to agreeing than disagreeing. If there was a developer on my team with that attitude and work ethic, he wouldn't be around for long.

So technically, I would put the blame on management. It's like blaming a cook for why you have bad reviews at your restaurant when it's your responsibility to hire staff that is capable of delivering the service to your standard.
